Access for this address 38.103.63.59 is banned

You must create a file called 'access_control.php' and place this file in your /ct folder, using FTP.
Place this data into the file.

You can expand the access level by including only the first few parts of your IP address
IE: '12.34.56.' or even just a single dot '.' would enable all IP addresses, you could even enable multiple IP addresses by separating them with spaces, IE: '12.34.56.78 [space] 56.78.90.12'.

This security measure has been been implemented to make it absolutely impossible for someone to hack your site, even if someone should get access to your password or get access to your administration section, they still cant do anything to your site and config.

Make the file permissions of this access_control.php file 644, NOT 777.
